you dont have to be top any % to blog. fresh perspectives, even on old issues and techniques, can quite often lead to new innovation or new ways of doing things.
If "whatever" is new to you, its very probable that its new to others as well.
I agree with you. You don't have to be top percentage. Usually people are confident in some subject. That's were they should start, even if it's new to them.
